Idon't think there is a way. The game will make the horse sprint when it's meant to be that way (like in a chase), otherwise you just gallop around. Trytoggle walk off otherwise i think your horse is broken xD Any faster you will be slamming into things. Horses are slowed down in cities because it has collision dmg, you will grace a civilian and get the entire city hostile.
